Governor Robert Bentley is drawing criticism for a statement made during his inaugural events.

Governor Bentley admits he may be on the verge of declaring proration early on in his administration.

"I think declaring proration in the education budget is a possibility and in the general fund, it is more of a probability," he said.

Bentley talked about the proration possibilities just before he swore in his cabinet Tuesday morning. Bentley says his administration is already looking at how much proration will be needed in the state's two budgets.

Bentley says he feels it would be better to declare proration early so state agencies could better deal with the impact over the coming months.

Bentley says it's the state's budget that pays for roads and prisons that is hurting the most.
